The courses are available for heads, specialists, and the population of northern communities. The modern development of the municipalities is connected not only with effective management, but strengthening of the role of the population. That is why the aim of the courses is to activate local development through the social partnership between science, business and local population.

During the improvement of professional skill the listeners will:

- get acquainted with practical example of the development of the local communities of foreign North and northern territories of Russia.
- learn the experience of the partnership of science, business and local population management in order to develop of local communities.
- obtain practical knowledge in their small business management, in filling application forms for grants
- learn how to work out social projects and business plans

Lectures about the experience of northern municipalities development will be given by a professor of University College Finnmark (Alta, Norway) Tor Gjertsen, director of UArctic Thematic Network on Regional Research and Development.

It is also expected a Saskatchewan University preofessor Greg Poelzer’s (Academic Lead Northern Covernance Thematic Network) participation.

During the study the listeners will get acquainted with the development of rural municipalities of Hatystyr village of Aldansky region, Tungulu village of megino-Kangalassky region, they will meet with directors and specialists of ministries of Republic of Sakha (Yakutia), will visit functioning corporates of small business.
